Rick Barker focuses his practice on public finance, real estate and local government law, primarily representing municipal utility districts and other special districts as both general and bond counsel. He also represents real estate developers in the formation of special districts and in matters relating to the development of property within special districts. Prior to joining Schwartz, Page & Harding, Rick served as a transactional attorney at Roberts Markel Weinberg Butler Hailey, PC. Rick’s previous practice focused primarily on representing real estate developers and other entities and individuals, assisting them with a variety of real estate and general corporate matters.
